Restriction of hazardous substances
2011/65/EU — Restriction of hazardous substances. Applies to: Consumer electronics, Wireless IoT, Connected car, Toys. Effective 2019-07-22; last reviewed 2026-09-01.
Applies to
- Consumer electronics
- Wireless IoT
- Connected car
- Toys
What this standard covers and how we test it
RoHS restricts ten substances in electrical and electronic equipment: lead, mercury, cadmium, hexavalent chromium, PBB, PBDE and, since Delegated Directive 2015/863, the four phthalates DEHP, BBP, DBP and DIBP. Compliance is shown by a technical file built on material declarations, not by a single test report, and the limits are 0.1 % by weight per homogeneous material, with cadmium at 0.01 %.
How the file is built:
- XRF screening of every homogeneous material, then ICP-OES or ICP-MS confirmation
- Phthalate testing by GC-MS on polymers, cable jackets and coatings
- Review of the bill of materials, solder and surface-treatment declarations
- Exemption check, for example lead in high-melting-point solder, and the technical file itself
XRF screening finds most problems in minutes - solder, PVC cable jackets and chromium-passivated screws. We report per homogeneous material, because that is the unit market surveillance uses when it takes a sample apart.
We normally test 2011/65/EU together with EU 2011/65/EU: one sample set, one set of test dates, and a single report pack that the declaration of conformity can reference.

Frequently asked questions
Which substances are restricted by RoHS for electronics?
For compliant products entering the EU, Blue Asia Labs — a CNAS/CMA-accredited testing laboratory with ILAC-MRA mutual recognition — delivers end-to-end compliance: CE marking under the applicable EU directives (LVD 2014/35/EU for safety, EMC 2014/30/EU for electromagnetic compatibility, RED 2014/53/EU for wireless/RF), plus RoHS and REACH; battery products additionally fall under Regulation (EU) 2023/1542. We issue internationally recognized test reports, help prepare the technical file, and map a clear market-access path. Typical lead time is 2–4 weeks depending on scope.
